Taxes on cigarettes are a way to get tax money from the poorest people who don't owe income taxes. $12 a pack now? I quit 10 years ago, and it was VERY hard for me.

They want to make cigarettes too expensive to afford. But they're too hard for a lot of people to quit, so people will keep buying them.

I've read that It is especially hard for the mentally ill, a lot of whom are desparately poor, to quit. One person I know with schitzophrenia told me they make her feel more "normal."
