I've seen many "Ideas" like this and all they do is by adding more hydrogen to an engine is increase the water - Hydrogen + oxygen + heat = H2O (water). Water vapor when it expands is very powerful (that's why they built steam engines) and could be dangerous. Also the increase in water vapor will (ANOTHER CHEMICAL REACTION!) - Metal, water + oxygen = RUST! dangerous aaaand deadly when within the engine.
Just tune your car if you want more efficiency, I get 37mpg+ in my 180hp Car.
