It is easy difficulty, otherwise he would earn achievements for completing the lvl on normal, heroic or legendary.

I know it uses the same engine as Halo 3, but it seems that they made some adjustments or just understood what they were working with much more, because ODST looks quite a bit better than Halo 3.
