If you want knee surgery in Canada you have to wait average of 8 months. In England there are 700,000 at any given time on a waiting list for surgeries. The CONGRESS passes the laws, and they ONLY they, have the task of passing Health Care Reform....NOT the President.
The President directed them to do this... it is up to the Congress to "earn" their pay.
