We are content with our cars running on fossil fuel, and no real progress is made there. the 18th century people believed they invented everything and were content. Honestly, it's probably because of funding. Sometimes the government just doesn't give a rat's ass. And then they've just got to cope with what money they've got. Sure, with more money, THey'd probably be able to pull it off. And also-- They are working on a microscopic level.
