The lack of wire man is completely intentional and when you beat the game you'll see why when you see Dr. Light. He is an integral part of Hard Hat 4.
All the other doc bot stages had 2 robot masters accept for this one. "no wire man" indeed. I'm sure damaged is informed about this but there hasn't been a new release ever since. Too bad. He should fix it to really complete the game.
The "no Wire Man" bug was probably caused by the fact that you still had to get the T-item. The problem was that this game used two different stage selects, so i think it must've scrambled things up since that letter was still hanging around.
Having two stage selects can mess things up, yes, but I don't think the T-part has anything to do with the bug. "Bosses beaten" and "items collected"-variables shouldn't have anything to do with each other. Damaged is the only one who knows for sure though.
@presidentevil I am capable of doing that but why would I? That is the Doc Bot that Dr. Light stole to use for Hard Hat 4
