most water in England is "hard" in the sense that it's loaded with calcium which tastes a bit mingin'. tea also helped British industry because water must be boiled (killing germs) and doesn't make you drunk (like beer) and workers wouldn't die off as much. Europe drank coffee and had nice weather and were never sufficiently bored to sit inside and invent a decent steam engine
