those 10 hp more is impossible, the outlet of the charger can give enough air to the engine, the engine needs more air then the compressor can give, you can see that by looking to the "customized" air intake. and BMW 1.6 litre engine aren't build to tune up, if you do so, the engine won't live long. but hey it's your car and you can do to it what you want right? I also did some experiments with old engines of my cars :p

Is he using his car battery? If so, no wonder its so slow. Plus that supercharger into a house outlet with a really long extension cord and see how fast it goes
I reckon if you could design a very high rpm electric motor 80,000 for instance with a step up voltage from 12v dc to 240v dc, it would be more effective. You may need to supply oil to the motor so that it does not cease at that high rpm.
