In recent years, this has been the case in our beloved USA-- the one industrialized country on earth without a comprehensive plan to ensure that all its citizens have health care.

Yes, health care for all is a social measure.  So are Social Security, public schools, public roads and sidewalks, Medicare, Police, Fire, etc.
