Unfortunately it is not a "special circumstances" case....however.....him seeing the light of day....highly unlikely....write your congressman/woman and demand that you be heard in changing the laws for child sexual predators.....
@LarryThompson916 Not everyone on the registry is a child sexual predator, many are on it for non-violent crimes including public urination and teenagers are on it for having consensual sex with other teenagers. The truth is, the police were too busy checking on low risk individuals while Garrido was given more free time. The laws need to change so that non-violent/low risk offenders are removed from the registry. This will make police much more effective in identifying the real monsters.
@LarryThompson916 and I'd like to add that removing petty offenders from the registry will also save taxpayers plenty of money as these far-reaching laws are quite expensive.
One last note, for more evidence of how far-reaching the registry really is, check out the Wendy Whitaker case. She had her life ruined by the registry solely because she had oral sex with a 15-year-old when she was 17.
