Ok, did anyone noticed how Al's voice was his normal old voice when the State was fighting the Humoculus, or how ever you spell it? So why wasn't the other shorts with Al the same voice?

That actually is the same voice. Apparently, the Homunculus thing was recorded way earlier than the shorts. During that time, Al's voice actor, who was a child voice actor, went through puberty.
