I think that my maltese possibly has this, at my other house, his head would bob like that. It really scared me, so I took him to the vet. They said they didnt think anything was wrong. He hasnt been doing the head bobbing for a long time, though. But he did that exact same thing in the video.
It kinda just seems like his shy, I had a dog when i was younger that used to act like this, i took him to the vet and they said it was probably just upset from being removed from the other puppies.
