Okay I have really sensitive skin and I notice that my skin breaks out with mineral type powders and oil based makeup and so far the only kind of make up I can use is water based. Do you have any recommendations on products that I could use? I have really pale skin with red undertones.

this was actually helpful because she's applying makeup on herself and not getting an artist to do it for her. A lot of vids have makeup artists applying makeup on models and i dont think that's helpful much because you dont see how you can do it yourself.

I say your sister should wait until around 18 to start wearing makeup. When you start at a young age, your skin is still developing and you're still growing so it can drastically damage your skin and eventually one needs to rely on MORE makeup when one gets older to hide the skin uneven-ness, pores, and other skin problems. Keep it natural, then around 18-19, go for it.
