It has to do with sound technology, I picture I dunno some kind of sand sitting ontop of a disc and vibrating off it. Maybe it is magnetized to a completley negative charge so that it subtracts itself from the h2o, which would be somehow positively charged with a sound frequency that resonates with that particular atomic structure.
Like the experiment where they tried to recreate a primordial soup using basic elements plus electricity and ozone. Water can be desalinated in large quantities by somehow resonating positive frequencies to the two molecules of hydrogen and one molecule of oxygen. Secondly resonate a negative frequency to the sodium.
