Actually, they're ruby-quartz glasses which are able to swallow the wavelength of Scott's lasers. Which are btw, not really lasers. They're more like optic force beams which do not emit heat, but merely pushing force. That's why he has to regulate it in strength; he can decide if he wants to push you or blow a hole into you - at least if he has his visor.

Here's my Theory, His power interferes with his Nerve circuit system down at his legs, in other words, this is a nerve-problem and robot-leg/Prostethics would not be able to connect to his nerve system and work.

That's my Theory anyhow, Take it for what it is :D

He's supposed to be a icon for the physically disabled, and giving him the ability to walk again would ruin that. It's the same with other physically disabled superheros. :)
