actually, when ships pull in and out of port, most times they are pulled and pushed around by tugs. dangerous job, but i'd blame whoever the heck dropped the anchor.

Oh, I know, I thought I read somewhere there were certain areas they were supposed to stay away from, such as the suction from the propellers, and the anchors.
