Yes, Dorje Shugden practitioners are allowed to build temples and practice the deity in America, in the regions of India that have religious freedom - the only place where they are not allowed to practice Dorje Shugden is Tibetan community in India where Dalai Lama has control full control and there is no religious freedom.

The most elite and highest of Gelug Lamas such as Panchen Rinpoche all have and still are worshipping Dorje Shugden.

The ban the Tibetan Govt has on Dorje Shugden is making him bigger in the world. Ironically, if they want to slow his practice down, they must lift the ban. Chinese govt backed up by 1.2 billion citizens is promoting the practice vehemently. For whatever reasons, doesnt matter, the fact is that they are promoting. It all started because Tibetan Govt said the practice should be stopped. So it can only get bigger and now backed up by Tibet's 2nd highest lama, the panchen rinpoche.
Very sad. Why cant the DL just let people follow their holy lineage gurus without them being demonized and separated from their monasteries. There was no problem before the DL started stiring up mis-trust and spreading wrong info, he has destroyed the reputation of many holy masters. People rely on DS to help them protect the precious Dharma in their minds not against other people. Please let people have religious freedom!

HHDL is not the defacto leader of Gelugpa TIbetan Buddhism. HH the Gaden Tripa or the Gaden Throne holder is the leader of Gelupas.
Please take note that in order to find the true nature of self, we must look for an outer being to inspire and lead us within ourselves.

Dorje shugden is a ghost or not is NOT THE POINT.
The point is that Dalai Lama MAY NOT BAN ANY FORM OF WORSHIP IN A FREE AND DEMOCRATIC INDIA.
Because of this ban, Dalai Lama is going to court. He has been summoned by the High Court in Delhi to plead his case.
By the Dalai lama going to court is a huge message that WHAT HE IS DOING IS WRONG.
United Nations have sent representatives to investigate the ban from Dalai lama as it is not what a democratic leader should do.
