I think that it was the pilot for Kids Next Door; I think it was originally on the Cartoon Cartoon show.

It's called Kenny and the Chimp it was the first cartoon Tom Warburton did for cartoon network before Kids Next Door. Although it's not affiliated with KND the guy with the crab arm in the cartoon became a reoccurring villain on the show.
