@TheCentralServices Yes they are. Traffic laws require vehicle traffic to be predictable which makes you vaulnerable to patterns and more easily attacked. We always try to be curtious to the local populas but our primary mission is to protect ourselves. Standard operating procedures changed in Iraq as the years when on in order to adapt to the changes in violence and mission guidence. Normally they would stop and write him a Claims Card which allows him to be reembursed for damages.

@TheCentralServices I totally agree. We do not know the whole situation on the ground so all I can do is restate what the MNFIC SOP for claims is. I'm sure the unit on the ground were acting according to the situation. All the Iraqis in our AO knew if something like this happened and we did not talk w/ them on the ground they could come to our COP and we would get them squared away. We encouraged them to, had an SOP for it, met with them, verified it is a ligit claim and most were very happy
