The deal with that particular blood thirsty dictator is that most of the West was somewhat enamored of Fascism. There were much more willing to deal with Hitler/Franco/Mussolini and their more or less "pro-business" attitudes than with the Soviets. Chamberlain was "appeasing" Hitler for a small handful of reasons. Not the least of wich was that Fascism at the time posed no threats to international markets.

Peace could have been maintained in Gulf War 1 if we hadn't been sucking oil out from under Iraq from within Kuwait over the previous few years.
