Well, the rules changed recently to promote the use of more "exciting" techniques, to be more interesting for spectators. Head kicks score 3 points, while body kicks score 2 points; also take downs score 3 points as well. Most punches still score only one point, unless it follows a sweep or strikes the opponents back.
Anybody does know why karate did change so much, I mean if you see the 60's kumite karate was so boring and now it's very dinamic with very nice kicks etc. But decades ago u just saw zuki and tzuki.

depends on the rules i'd say.
Just scoring points jr wins, kyokushin rules the kyoku wins (given he has equal technique lvl)
Street fight depends on who is more realistic in his spirit and training
