I'm not sure about Cybertron, but in Armada he is and in G1 he's not. It's just one of those times when they recycled the names for different characters. Kinda like how G1 Sideswipe is cool and Armada Sideswipe is a wuss.

Well, Prowl turns into a police car and Bluestreak doesn't, and seriously, that's it, colours are a bit different, and attitude, but that doesn't really help considering how many errors the artists made when colouring^^

Bluestreak is supposed to be low on courage whereas Prowl is supposed to be extremely courageous. Bluestreak is supposed to be average in intelligence whereas Prowl is supposed to be extremely intelligent. Bluestreak has high firepower whereas Prowl has low firepower. Bluestreak has a low rank whereas Prowl has a high rank. I personally though Bluestreak was underutilised in the cartoon and he was quite courageous- he only showed signs of cowardice in TransEuro Express
