No, he really didn't. Chief Justice Roberts flipped the words of the oath around and this either messed up Obama as he surely had practiced it the correct way several times and was thrown off by it being dictated to him incorrectly. Some have suggested, he was trying to give Roberts a chance to say it correctly, though Roberts messed it up again, and Obama just went ahead and repeated him instead of keeping it going.

I see, so when George Bush makes a gaff, it's proof he's an idiot and it get parodied on Saturday Night Live. When Obama screws up, it's someone else's fault.
I have a feeling that a lot of people will be blamed for all of Obama's screw up over the next 4 years...

The Justice is supposed to lead with "I do solemnly swear that I will faithfully execute the office of President of the United States". Not "that I will execute the office of President to the United States faithfully", or whatever messed up version he said after that. Barack probably had memorized it and then hesitated because he knew the guy had messed up the line.
