This only speeds the boot time but I won't suggest it for laptops because letting it boot with all processors instead of one can take a bit of battery power while booting. The computer will run on all processors normally when the computer has finished booting, so I don't really see the reason to change the setting
Windows Vista uses all the available cores to boot up. This option is only viable if you want to boot up with fewer cores than the max and is intended for testing and developers. (Notice you have to enable this option to even get the dropdown list.)
