The drunk at 1:15 is the late great Mel Blanc - better known as the voices of Bugs Bunny and almost all the Warner Brothers Cartoon Characters of the last century.
This was definitely seen on TV as "filler" during the '50s, but it was originally a "Soundie", produced in 1942 for film jukeboxes known as a "Panoram" (one is seen at 1:47), which projected several short musical films for a dime each. Spike originally recorded this tune in January 1942, with "vocal effects by Mel Blanc" [as credited on the record]. Mel recorded it with them again for "Standard Transcriptions", and at least one or more performances on radio.
Thanks so much Jack for posting this little gem. No one but Spike Jones can tear up a song and make us like it. This is the first time I've heard this song and it's lot so fun. We need a lot of nuttiness like this these days to just get up out of our seats and do a little polka. -Paula

Mel Blanc is the drunk in this clip. He did many songs with Spike Jones.

yes, he was better known as the voice of just about every single animated character at Warner Brothers (Daffy Duck, Yosemite Sam, etc)
