@ComputerSmiles I'm not sure what he uses. But you can use programs like hypercam (like Red123zx mentioned), camtasia, and camstudio to make similar recordings. For timelapse like this I'm not sure if hypercam or camtasia can do such without manipulation after recoding (Adobe Premiere for instance).

Camstudio can though. You can set the number of frames captured per second and the number of frames shown per second when recording. This is how I do it ;).
