It looks like he is taking a bath and enjoying it. That what my birds look like when they bath.

@loveofeathers Yeah your right there this bird is bathing if it was trying to repel water it wouldn't be fluffed up or exposed. Birds feathers naturally repel water to a point but when they fluff they lose that repellent factor lets them clean the dust off. Some birds bath this way others take baths in basins, seems to be preference by the species.
