i dont know what exactly they are called, but you can get them from the cave goblin series with zanik.During the 2nd one you are introducted to them and you need molten glass, and something else "Obtained though Quest"

@TigerChick091 You have to complete another slice of HAM quest. After it's completion you'd be able to make these orbs by taking 1 molten glass and 2 law runes to oldak.

As you go through the quest series you will unlock more places to teleport with it.(most of them are associated with bandos)
