GENETICALLY MODIFIED. There is more here than just the light. As mentioned in the comments, the gene to produce GFP (green florescent protein) is spliced into their genome making them capable of fluorescing when exposed to certain lights. This has been done with other species too including dogs.
@xmasiosare I think the ones you can find for keeping at home are all laboratory bred. The only place these guys occur naturally is in Lake Xochimilco near Mexico City, so I don't see people hauling them all the way from there.
AFAIK, the threats to wild Axolotls come from introduced fish species and pollution, so captive breeding is probably their best bet as a species.

As far as I know, it's generally not a good idea to mix them with other fish. They will eat smaller fish and larger fish might pick at their gills.
