The only reason you think that is because of your perceptions of British people and American people. People make judgments on accents based on the people who speak that accent. So, if the media has always protrayed British English as higher than American, than English speakers will pick British as the more formal form. But, ask a person who doesn't know English which one "sounds" more formal/pleasant, and I guess they wouldn't always pick British English. :-P
