Why are people allowed to go so close to the potentially dangerous and mortal wave surge? If that were in Europe or the USA, the authorities would ensure crowds don't get too close. In China you have such strong authorities - where are they for this event?

@NiallatUTube because they do not listen.....there are tons of warnings around the rivers and all locals will try their best to pursue the visitors or immigrant workers to stay away. But they do not believe the tide can be so powerful. the tragedy happened every year. as a local in hangzhou I feel really sorry for that.
