By his own admission, John McCain is breaking the law. His latest spending report has him $4 million over the limit he imposed on himself when he accepted public financing. FEC complaint has been filed against the campaign & set for a second larger delivery of 30,000+ signatures of Americans who won't stand by while John McCain breaks the law.
If McCain proves to regulators that he did not use the promise of public money as collateral for a $4 million loan, he did not violate the law. It is irresponsible to assert what you have no absolute knowledge of.
