The s is missing and the cough is intentional for testing purposes on how we unconsciously fill in the word that is not completely heard.
We hear the word legislatures but the s is missing at (legi latures).

its not there if u listen closely it isnt ther and btw its not a cough its just higpitched white noise played really fast... im pree sure lol
