u nedd to get a phoenix key from ur partner and use it on the door beside th church east of the black arm gang hideout.then u must climb the ladder and kill the lvl23 weapon master.then u will be able to take the 2 crossbows.(tip:dont forget to take 2.if u forget u must kill him agn.)
