@Bwsniper89 Aiming down the sights and Hip fire are completey different. Steady increases Hip fire accuracy and makes youre crosshairs smaller. No Perk changes wobbly after running out of breathe and/or while not holding breathe. Only Scout makes it so you can Hold breathe longer.
