Hizb ut Tahrir are Wahhabis. Wahhabis were declared to be kuffar 200 years ago and helped to destroy the Ottoman Empire. So there is no way Hizb ut Tahrir could bring back a real Islamic state. They can only bring a Khawarij Wahhabi Taliban fake Islamic state.

So Saudi Arabia is now occupied terrotory. They done the same in Bahrain and tried to do the same in Somalia, Nigeria and Pakistan but the Sunni Muslims have awaken and started jihad against them.

No the parliamentary system shares power with the ruler. in the caliphate power is completely in the hand of the caliph and he is not obligated to obey the council, but if breaks Islamic law or looses one of his qualifications to be a caliph (sanity, freedom, health (if it hinders his ability to rule), etc) then he could be taken to the madhalim court and deposed if found guilty.
