@Xircal Thats because you can not place windows 7 premium on a domain. Group Policy is a feature of Active Directory which would require professional at the very least.
@USAFFountain, Windows 7 Home Premium and any version below that doesn't include RSAT. It's just another classic example of Microsoft's policy of 'screw the consumer' by creating too many versions of the OS. For me, it's just one more reason to stick with Window XP Pro until support expires in 2014.
