I'm not sure what your US goverment has to do with anything.

At least the biggest reason for it not being exported, is simply because the rights to those anime chars are owned by different companies outside of japan.

For it to be exported, they'd need to regain limited distrbution rights from a varirity of companies, and if one of them for any reason desides not to play ball, or demands too much, the game can't be exported.

Not surprising to see they never will export it.
