But basically the same steps apply both for Paint and Photoshop, so both users can learn from the tutorial. Photoshop users even have a greater control over the selection and color replacement, so I say, if you can use Photoshop, go right ahead =P

I can help. I am really good in spriting(Well, I think so.) If you need help I'll make a tutorial vidio like this.All you have to do is get the pain brush and make it the smallest.Then create the shape you need.Fill in the colors too.Hope I helped!:)
