Those drones at around 3:00 are UNSC F-99 Unmanned Combat Aerial Vehicles (F-99 UCAV), also known as "Wombats". They're used by the UNSC Air Force and are deployed from UNSC Aircraft Carriers like the ones on Longshore. (Taken from Halopedia.)

From the above information, they can't be a pilotable vehicle in Halo: Reach. Though perhaps we will have the ability to call air strikes in multiplayer that are executed by these drones.

It's kind of stupid to sit up there while three guys go at it and die a lot... what happens when you're out of lives and the only guy still in the game is just watching? You all plan to wait out the next five hours? planning a waiting strategy is kind of stupid and ruins the whole point of the achievement. Besides, rounds aren't specifically five minutes, it could be a bit longer, multiplying the total wait time.
