War of the Worlds had a notification at the beginning of the program that stated that it was fictional. However, it was extremely brief and this wasn't mentioned again until the very end. The problem arose with the people who tuned in at some point after of the program started, and due to it's realistic sounding production, believed that they were hearing an actual news broadcast. So, it wasn't really a hoax, but it did fool a lot of people.
