It's called bat-dropping, and there's several ways to do it, most common version:

Grab the bat, (doublie-)jump (depends on the character) in the air, drop the bat (an item throw without any direction), and then use a stomp, or in some cases, a meteor smash. (and then optionally catch the bat in mid-air)

This works because the stomp/meteor smash negates the effect of the bat hitting Sandbag, and thus shoots him right back down, moving only slightly forward, or in some cases, nothing at all.

when i do that the bat hits it first and then i cant kick it because it goes flying off to the side

Yeah, that's why timing is a very important part. When you stomp/meteor smash Sandbag, then you shoot it down to the ground again. Try different meteor cancels and attacks to see if something works.

it's auto-cancel. the attack ends already when he touches the ground so no l-cancel is needed. btw there is no l-cancel anymore
