problem is likely due to tiny cracks in the video chips BGA solder contacts...the cracks are due to metal fatigue, constant heating and cooling of the graphics chips...some of HP's DV series laptops also have this problem...i've actually fixed a few DV series laptops by sticking the motherboard in the oven...that may sound strange, but it does work on some with video problems...not saying it would on your Dell but, if your warranty is out you really dont have much to lose..

My first glance is either your graphics card isn't properly slotted into the rest of the hardware but since it's a laptop, that's generally not the case (because everything's tightly snuggled in).
it could be a lose connection betwene youre graphic card and youre screen.. i had the same problem once.. or eather youre screne is just done for.. the problem kinda looks the same so its prop one of those two problems

all these people dont have a clue, I am the expert and I can tell you one of these 2 problems you have

Hey Sam do a google search for "Nvidia 8400 recall" there was court case in the states with a settlement not long ago started with Apple people. You can get it repaired for free because of the recall.
screen inverter doesnt show colors, it only deals with backlight, if anything goes wrong with inverter it would only deal with "light" so light flickers, no backlights but not this problem.

But, it went completely black and didn't give me the mushroom colors. o.o My problem was the hard drive and it had to be removed, but thats probably not the case with yours Sam.
Try calling Tech support, say politely, and if you get a person where you can't understand them, ask if they can transfer you to another person where you can. Trust me, past experiences xD

i sent my fujitsu siemens in and they changed the motherbord and it workt fine again :)
My brother had a problem similar to this, except on an Acer laptop. His was able to be fixed by replacing the screen. However, yours might be something else like a hard drive failure as people are saying.
have fun repairing it, if its not the grafik card, then your lucky, if its the grafic chip, then you can start thinking about buying a new notebook because dell puts in their own grafic chips and not the standarized ones like in toshiba or worthmann
Same thing happened to my old iMac, its still sitting on the floor doing nothing and a repair disk stuck inside too that I cannot get out. It's dead :(
I ended up buying a new one, don't know whether it's worth repairing the old one.
Nvidia recalled the geforce 8400m they were known to die.

reset the system management controller
plug in an external display and remount the on-board videocard.
boot to a disc and try to reformat
if that doesn't work... throw it at chuck noris

I wouldn't associate this with the HDD, if the sounds still play then Windows is still working.
I would say that its the screen...
Can't you send it off to Dell Sam?

Your best bet is to take your Lappy to the repair shop. When I had this problem, my harddisk was fucked.
