you have to find all the pools on the map, then you unlock (shit i forgot her names') pool drainage service on your phone then alakazam, remove the water from the dam, simple.
Yeah.. u need to either finish all missions and unlock the spawn points.. or you need to use that chick who drains pool to drain that mother.. but im not sure if you can use the chick.. might just have to finish enough missions.. cant remember anymore.. was so long ago
