They are too low for a serious tsunami. They'd need a 1-2 story wall if they really wanted to protect against tsunamis, but it would require massive capital that I don't think anyone wants to spend. But with the tsunami so recent in people's memory... who knows. Maybe they will consider?

Yeah, we get a lot of wind here on the island too. Wind + rain = horrible combination! Spring and summer here are absolutely gorgeous though, and where I live has one of the best climates in Canada.
To me it does not looks like that little thing could protect you from a tsunami , i mean i live in the netherlands and we got some massive watergates (dams, dykes etc.) to protect us
the ones in japan are much bigger and still failed.
