The phrase "chickens coming home to roost" was famously said by Malcolm X when he celebrated the assassination of JFK by saying it made him "glad" and not "sad" when chickens come home to roost. No decent person would EVER use this phrase because it's much more than a critical view of foreign policy, it implies a celebration of the 9/11 attacks.
