Lot of you may not want to hear this but Urumqi has that "modern western" look because the Han built those "modern skyscrapers" and modern buildings and those "modern" highways were built by the Han.

If not for the Han presence in Urumqi building the "modern Urumqi", a "Hanless" Urumqi would look something more like Kashgar.
