When the Fed Congress approved the 13th Amendment abolishing slavery & submitted it to states, promptly ratified by most sates in the former Confederacy & became part of R Constitution.
This was not enough for Radical Republicans ( they were called then) who controlled Congress. They wanted to punish the South. More important, they didn’t want the South states sending people to Congress who opposed the plans for Reconstruction. So they proposed the 14th Amendment.

Dec 30th. A visitor @ Moro Beach, called police to report the incident. 20 /30 people came ashore at Crystal Cove orange county Ca in a fishing boat, shed the life jackets before scattering. The person was not able to identify except to say dark skin & they pulled ashore & ran in all directions. Sheriff dept said the boat was from Mexico, I'll bet they were Italians on the boat ! If she would listen to him here....even in view of her obvious learning disabilities - I really think President Obama makes good sense here. On a newscast many months ago they pointed out how aprox. 2,500 illegals per week crossed our borders. And in total, aprox. 720,000 illegals in this past year.
