Well, what look would be better? The bandages? Complete nudity? While both would suit this song from a design perspective, you have to consider the functionality of them. Many cosplayers do this version of Lucy/Kaede because it's easier to wear. And sometimes convention rules prohibit showing too much nudity. Plus, there is a part in the anime where Lucy sings this song under her breath, so it's still fitting.
