They are lukewarm toward the cookies? These people are supposedly starving to death and they are complaining about getting high energy cookies that will provide them with nourishment and keep them alive for now.

There is an Anderson Cooper video where he's in a garbage disposal site and they show a truck arriving with garbage and human beings. He says at least with the tsunami, in Sri Lanka, pictures were taken of corpses and displayed in hospitals so people could identify them. In Haiti, there is no such organisation or even respect.

Homeland Security wasn't put in charge of this project. Pres. Obama charged USAID to be the lead US agency. The head of USAID is on the scene, along with Army and Navy officers.
It isn't unusual to see people scrambling like animals for food and aid dropped from helicopters. The nature of the distribution provokes that type of response.
We have to remember that humans are also animals and when the thin veneer of civilization is removed, the basic instincts and behaviors appear.
